NYTimes article about Joseph Tannen, violin repair shop in NYC

I'm wondering what we can do to help Joseph Tannen, who has a violin shop in Manhattan on Broadway near 123rd Street, in a residential zone. I met him four years ago, just walking in off the street, when he fixed the bow of a friend, while we waited, on a Sunday afternoon!
I'm hoping that a judge can grant a varriance, or that there's another way for Mr. Tannen to keep his shop. He just moved two years ago, I believe.

Hey Mr. Joseph,
If you would be onterested in self-paying apprentice I would very much be interested.I have been strving to make in the luthering bizz, but is difficult. An apprentce place would work for me if you would be interested.I am presently working on a fiddleof historical signifficance, and a few other things but need a bit guidance and want to lern very much. If you could someone with a little to invest and plenty time maybe we could do this?
